ORS 327.013 - State School Fund distribution formula for school districts
Sets the per-student formula. Each student counts once, with extra weight for students in special education (1.0 extra), English learners (0.5 extra) and students in poverty or foster care (0.25 extra). Districts are funded on the higher of this year's or last year's weighted count, which softens the money lost when enrollment drops.
